Our client is France’s main public procurement entity for hospitals, and the largest public buyer in the healthcare sector. Operating as a cooperative, it brings together 1,500 member institutions across thousands of sites, with an annual energy procurement volume exceeding 5.5 TWh. As a public entity, it must strike a careful balance between economic efficiency, supply security, and regulatory compliance.

In line with its risk mitigation strategy and fully aligned with the decarbonization goals of its members, the group sought to evolve its energy procurement approach by integrating a Power Purchase Agreement.

1. Analysis of contractual models

Comparative studies were conducted to assess the impact of shifting from a traditional multi-click purchasing model to a Block + Spot strategy, a prerequisite for PPA integration. These analyses included risk modeling tailored to public procurement constraints.

2. Contract negotiation support

Eleneo assisted in drafting customized contractual clauses aligned with the organization’s risk management framework, while facilitating negotiations with suppliers to reconcile strategic goals with public procurement obligations.

3. Support in member onboarding and change management

This strategic shift also required clear communication with the cooperative’s hospital members. Eleneo helped convey the changes in procurement methods, particularly explaining how the new contractual framework would affect their energy consumption practices.
